THE VILLAGES TRAP, SKEET & SPORTING CLAYS CLUB ORGANIZATIONAL BY LAWS

Article I
NAME / PURPOSES
The name of the Club shall be Villages Trap, Skeet & Sporting Clays Club. (Referred to in the By Laws as VTSSC Club) The Club has been organized for the purpose of encouraging Villagers to participate in the shotgun sports of Trap, Skeet and Sporting Clays. In order for members to enjoy shooting in outings and competitions with other members.
Membership in the VTSSC Club is open to all Village residents and associates. It is not required for membership but is recommended that all prospective members also have membership in the National Rifle Association.
Regular membership meetings of the club will be held monthly at a time and location recommended by the Board of Directors and approved by the membership. Changes to the Club Bylaws can be made via a written proposal to the Board of Directors who will after review and discussion, present the proposed changes to the membership prior to the next meeting. Discussion and voting on the proposed change/changes will take place at a designated meeting.
A quorum at any regular meeting will consist of 15% of the membership. Meetings must be presided over by an elected officer; all qualified members present at a meeting are empowered to vote on any matters properly brought before the meeting. Qualified voting members are all those who have paid their dues by January 1st and have attended at least two regular Club meetings.
ARTICLE II
OFFICERS
Elected officers of the club will be as follows:
President
Vise President
Secretary
Treasurer
Match Officer
Safety Officer
The above officers will be elected by membership at the January meeting. The President, Secretary and Safety Officer being elected in the ODD numbered years and the Vice President, Treasurer and Match officer being elected in the EVEN numbered years. These elected officers shall comprise the Board of Directors.
In the event that an Elected Officer is unable to complete his/her two-year term the President, with the approval of the Board of Directors, shall appoint a club member in good standing, to serve out the remainder of the unexpired term.
The board will appoint a nominating committee in November for the purpose of naming a slate of officers for the January election. The nominating committee will submit their recommendations to the membership at the December meeting prior to the January election. Nominations from the floor can also be made at the January meeting.
ARTICLE III
OFFICER'S DUTIES
I. President
Presides over all meetings of the membership and Board of Directors. Has authority to sign checks and disburse money in the Treasurer's absence. Appoints committees as required.
2. Vice President
Acts for the President in his absence. Assists committee chairmen as needed. Acts as membership chairman. Organize and maintain a proactive carpooling process for club functions.
3. Secretary
Record minutes of all meetings and maintains this record after approval by the membership. Maintains a current membership list.
Assist the President in the preparation of news releases to the local paper concerning regular meetings and club activities. Acts as the Treasurer in the Treasurer's absence. Maintains a supply of new member packets, containing key club information. A packet is to be given to each new member upon joining the club.
4. Treasurer
Establishes bank account(s) and receives and disburses all funds. Prepare a treasurer's report of all accounts for presentation to the membership for approval at each meeting. Maintains adequate records for the annual audit in January. Acts as Secretary in the Secretary's absence.
5. Match Officer
Establishes shooting dates, match procedures, maintain individual shooting records as required and with the assistance of a committee which the Match Officer will appoint in order to give assistance as needed in scheduling events, settle disputes at Club sponsored activities. Coordinates with local ranges for use of the facilities by the membership. Provides any safety and procedural information to the membership as deemed necessary.
6. Safety Officer
The Priority of the Club Safety Officer is safety of all club events by attending members and guests. The safety officer will direct ongoing safety programs for new members and refresher sessions for returning members. Works alongside the Match Officer to instill a “Safety First” atmosphere to all involved. The Safety Officer will attend board meetings and provide ongoing updates and reports to club officers.
7. OUT GOING OFFICERS
Upon completion of their elected terms Out Going Officers will serve/assist the Board (As None Voting Members) for one year as needed to assist the new officers.
ARTICLE IV
Duties of the Board of Directors
1. The Board of Directors will oversee all aspects of the club and make recommendations concerning any policy changes to the club membership for final approval.
2. The Board will receive the Treasurer's records and accounts annually in January for audit. The audit will be presented to the membership in February and filed with the Secretary if approved.
3.The Board of Directors will set membership fees and dues and present them to the membership at an open meeting for approval. Annual membership dues will be due in January 1st of each year. Members who have not paid their dues by January 1st will be deemed to have lapsed their membership and will be ineligible to vote.
ARTICLE V
Fees and Dues
1. Fees and Dues Each November the Board of Directors will set the membership fees and dues which will be presented to the membership at the regular November meeting for their approval. Fees and dues changes will begin January of the following year. New members joining in November and December will be assessed the fees/dues approved at the November meeting, and those fees/dues will include membership from Nov/Dec through December of the following year. New members joining the Club at different time of the year will have their dues pro-rated to allow for the months already passed.
ARTICLE VI
Assessments
1. Assessments
Assessments, when necessary, will be recommended by the Board of Directors to the membership for their approval at a special meeting called for this purpose only, and at which at least 15% of the membership is present. Thirty days’ notice of this special meeting must be given to the membership by a declaration at a regular meeting and/or via email.
